Women and children make up more than half of the population affected by the disaster. When you take a group, and split it into one sizable chunk (children, the size depending of course on what age you make the cutoff at), and then arbitrarily add to that chunk half of the rest of everyone else, then the result is obviously going to be more than half. Sheesh, think about what you're saying before you try to make a shocking headline. Of course women and children are going to make up more than half the victims of a natural disaster.
